No more asessment for etos/etrs!

On August 5, 2016, the Maritime Industry Authority(MARINA) released STCW-Advisory No. 11-2016 with the subject of "Clarifications on some provisions of STCW Circular No. 2016-04" or basically, clarifications about the assessment and training program for Electro-Technical Officers(ETO) and Electro-Technical Ratings(ETR).

The main information about this advisory is that all ETOs/ETR aren't required to take assessments and training programs if they have served onboard for the "duration of 1 year for the past 5 years prior to Dec. 2016" .

Under paragraph 4 of Regulation III/6

"Seafarers may be considered by the Party to have met the requirement of this regulations if they have served in a relevant capacity on board for a period of not less than 12 months within the last 60 months preceding the entry into force of this regulation for that party and met the standard of competence specified in Section A-III/7 of the STCW Code"

For ETO certification, one must have served onboard for a year for the last 5 years prior to Dec. 2016 acting any of the following ranks:

• ETO
• Chief Electrician
• Senior Electrician
• Electrician
• Electrical Officer
• Electrical Engineer
• Electronics Engineer
• Electro-Engineer
• or other position supported by 
• certified true copy of company's Quality Assurance Manual indicating the duties and responsibilities of such capacity or position or
• crew list or
• job description attested by company

For ETR certification, one must have served onboard for a year for the last 5 years prior to Dec. 2016 acting any of the following ranks:

• Assistant Electrician
• Assistant ETO
• Instrumentation Technician
• Electrical Technician
• Electrical Fitter
• Electro-Cadet
• Electrical Trainee
• Electrician Trainee
• Apprentice Electrician
• or other position supported by 

• certified true copy of company's Quality Assurance Manual indicating the duties and responsibilities of such capacity or position or
• crew list or
• job description attested by company
