What is Operational Level Course(OLC)?
OLC is the training MARINA created in response to the Standards of Trainings, Certification and Watchkeeping(STCW) Regulation I/11 paragraph 4 and 5. |

Who shall take OLC?
Every Officer in Charge of Navigational Watch(OIC-NW) and Officer in Charge of Engine Watch(OIC-EW) who wishes to apply/revalidate their COC that has a validity of 5 years beyond Jan. 2017(Part A) and to qualify to take the Management Level Course(MLC)(Part B).

Where do I enroll OLC?
As per STCW Office Facebook Page, application of training centers is on-going.
By June, they will publish the list of authorized training centers to conduct OLC.

How much does OLC cost?
P20,000 - P30,000, this includes part A and B. It also varies from different Training Centers.What will they tackle at OLC?

How long is the training duration?
OIC-NW – minimum of 240 hours or 10 days, 5 days if trainee has already taken ECDIS training
OIC-EW – minimum of 276 hours or 12 days

Do I need Part A and B to apply/revalidate my COC?
No, you only need part A to apply/revalidate your COC, part B is needed only to qualify for Management Level Course. This applies both to OIC-NW and OIC-EW
Can I still go onboard without renewing my COC that has a validity beyond Jan. 1, 2017?
This depends on your manning agency if they will let you.
I'm a PRC passer OIC, can I revalidate my COC without acting it? Do I just need to take OLC??

Sir..halimbawa ngaun po aq kumuha ng MLC, kelangan pa po bang mg OLC part AB aq? kasi kung kumuha aq ngaun at mapalad na mkapasa Indi ko parin magamit ung 2E LICENSE ..ano po ba sir ang advise mo para nd rin po hazzle sa akin at sa kasamahan ko po. Salamat

If my Ecdis cert. imo model course 1.27 but not 2012 edition valid b po un.if not valid then kukuha aq ng OLC gud for 10 days need q pa din b kumuha ng separate Ecdis training.thnx po Godbless

ReplyDeleteSir OLC is a requirement for COC revalidation beyond Jan. 1, 2017. Every OIC shall undergo OLC regardless if acted as OIC or not if he/she wishes to revalidate his/her COC
DeleteSir on my case I have 6 months exp. As 2/o and I try to get olc but when I ask marina about that matter marina said that I need 1year exp. As operational level on vessel 500grt o 3 monthexpiration of my license on same vessel grt... so having an olc I cant renew revalidatione my coc from prc because I have no exp. how can I get that exp. When I sign off I have 4months license validity and inter island companies had a 6 months contract... is there any consideration for my case sir... pls help
DeleteSir any info how to survive my license. .. I act as a 2/0 here in domestic last 2011 for 6 months exp. So the marina requirements are at least use the prescribed license for atleast past 5 years or 3 months before expiration date of the said license. .. I also asked marina that if I undergo olc training I am qualified for renewal or revalidation of my coc... but they said no because I cannot meet the said requirements. .. because during my last sign off my license is valid only for 5 months and I try to apply as an officer but the minimum contract was 6 months so im not qualified again... I only need a consideration for at least 1 year... thank you

ReplyDeleteThis is not new from MARINA sir we all know it, there's no offical list of training centers eligible to offer OLC yet. All we can do is wait, keep checking our facebook fanpage of this blog and we'll post as soon as MARINA release the list!

DeleteSir kakukuha ko lang po ng coc ko last june 2015 and valid only until dec. 2016. In short 1 and a half year lang binigay ng marina and wla p kc olc nung nagfile ako. Pwede po b ako mag olc para maging 5 years validity ng coc ko which is un ang advice ng marina nung magfile ako.wat if d po ako makaakto. Makapagrevalidat po b ako at pwede po b ako kumuha ng OLC training?thnks sana masagot

DeleteHello Good day, gusto ko lang sana i clarify, babaguhin ba nila ang OIC Updating course na yan next year or later this year? kasi may nag sabi sakin na babaguhin daw at gagawin na nilang 33 days at almost 17k na ang magagastos. paki clarify po kasi pasampa kasi ako with COC valid dec 2016 lang, eh next year na ako makakababa.
ReplyDeleteGood Day Marina Passer ako last Feb. 2015 meron akong MLC taken 2013(requirements for examination) then March need ko daw kumuha ng updating ng MLC requirements para s Practical Assesment, question ko lang need ko pa rin bang kumuha ng OLC-part B sa engine.

Marina passer ako for management level 3E ako ngayon meron n akong MLC-E taken 2013(requirements for exam..) for practical assesment say ng marina need ng MLC-E Updating kumuha na ako. So yung OLC need ko p bang kumuha para s practical assessment at kung another requirements ito..Hindi p ako nakakapag practical assessment need ko nga malaman kung kukuha pa ako ng OLC..
ReplyDeleteGood day tanong ko lng kung kukuha pa ba ako ng OLC part B para sa COC at COE ko sa C/M,PRC passer ako last Nov 2014 at pasado na rin ako ng PRACTICAL ASSESMENT last Dec 2014,as of now nagtraining ako ng MLC UPDATING Function 1 & 3,kasi ang pagkakaalam ko according sa STCW Circular 2015-03 ang kukuha lang ng OLC part B ay yung mag eexam ng MANAGEMENT LEVEL since pasado na ako at may assesment na hindi ko na siguro kumuha ng OLC part B.
