MARINA ETO LICENSURE EXAMINATION |
The proposed circular of MARINA for the Licensure Examination of Electro-Technical Officers(ETO) was been approved and took effect last September 9, 2015.
Anyone who wishes to become an ETO must undergo Theoretical Examination, Practical assessment under MARINA. One should also secure a Certificate of Competency(COC) and a MARINA license.
The process and requirements for the Licensure Examination is pretty much similar to the Deck and Engine department. The only difference are the type of Sea Service/Experience required and aspiring ETOs doesn't have to do the Daily Journal of Watchkeeping Duties.
Here are the requirements for the ETO Licensure Examination
- Birth Certificate ( Must be 18 years old or older)
- Not less than 12 months of combined workshop skills training and
approved seagoing service of which not less than 6 months shall be
seagoing service as part of an approved training programme which
meets the requirements of section A-III/6 of the STCW Code and is
documented in an approved training record book(TRB)
STCW Code Section A-III/6 Onboard Training
Every candidate for certification as electro-technical officer shall follow an approved program of onboard training which:
- Ensures that, during the required period of seagoing service, the candidate receives systematic practical training and experience in the tasks, duties and responsibilities of an electro-technical officer;
- Is closely supervised and monitored by qualified and certificated officers aboard the ships in which the approved seagoing service is performed; and
- Is adequately documented in a training record book.
approved seagoing service of which not less than 30 months shall be
seagoing service in the engine department;
- Training Record Book(TRB) for Electrical Cadet
-Medical Certificate
- Transcript of Records with S.O. number

In a Pinoy Mariner post, the author stated that
"The circular clearly states that seafarers that served in a relevant capacity (in my opinion, most probably as electrician, electrical officer, or electro-technical officer) on-board a ship for at least 12 months within the last 60 months before the effective date of STCW Circular No. 2015-13 (i.e. within 60 months before September 9, 2015), is considered to have met the requirements of the circular and therefore is considered to have met the standard of competence specified in section A-III/6 of the STCW Code."
So if you think you've met the Sea Service required above, you may clarify to MARINA if you are exempted from this circular.
