Maritime Industry Authority(MARINA) released the list of accredited schools as Feb. 23, 2015. But what about those that were not accredited?

STCW ADVISORY 2015-2 states that the list of accredited schools' purpose is for the incoming first-year students for the school year 2015-2016, they should only enroll in those accredited schools.

Those students that will enroll for second year upwards in the schools that are not accredited anymore in school year 2015-2016 will not be affected in any away and are still recognized by MARINA as long as the Commission on Higher Education(CHED) recognize them as well.

MARINA also advised shipping companies and manning agencies that they shall not discriminate cadets from unaccredited schools in applying for their shipboard training in their respective offices.

Conclusion

You have nothing to worry about in terms of legality if you're a 2nd year student in an unaccredited maritime school in the school year 2015-2016. Even though your school isn't recornized anymore, you are still recognized by MARINA as long as CHED does.

But the shipping companies/manning agencies have the rights to reject you, MARINA just "ADVISED" them. Advised and ordered are two different terms.

It's easy to speculate that companies will reject cadets from the unaccredited maritime schools so it's better to transfer to the accredited ones.
