PRC Passers Must Secure Their COC Before 2017

UPDATE: Engr. Nelson Ramirez is inviting all Filipino Seafarers to Join the Rally in Front MARINA over the retaking the Licensure Exam.

The Republic Act No. 10635 empowers Maritime Industry Authority(MARINA) as the single maritime administration was enforced last year. All of the functions of the following government agencies PRC, CHED, DOH, TESDA and NTC regarding the implementation of Standards of Training, Certification and Watchkeeping will be transferred to MARINA.


One of these function is the licensure examination for the Filipino seafarers. The transition of the said function started last year around November. It took a while before things get in order, even in the present there's still some confusions.

It's bad news for the PRC passers that didn't secure their Certificate of Competency(COC) yet because things got complicated. Engr. Nelson Ramirez, the president of a union United Filipino Seafarers said by Jan. 1, 2017, PRC passers that didn't secure their COCs yet must pass the licensure again but from MARINA to process their COC. MARINA will not honor PRC passers anymore by Jan 1, 2017.


This is a painful decision by MARINA, it takes around than P100,000 to prepare for the licensure examination from the fee for review centers, food and transportation for the everyday review, review materials, rent for a dormitory if you're pretty far from the review centers and the training that are mandatory to apply for the licensure examination.

Besides all of that, the time and effort of the seafarers will be wasted. Instead of spending it to their loved ones, they will be spending their vacation on the review centers again just to retake the licensure examination of MARINA. It takes 1-3 months of good review to prepare, it depends on the review center.



Here's a story of a seafarer that is facing an issue with his PRC licensure exam and his COC.

from Jefferson in English, "I was so unlucky, I went to MARINA today to ask about my COC revalidation because it expired last June 9, 2015. I disembark last march 1 then I took care of my COC right away because it will expire soon. MARINA told me before that I need OIC updating course to renew my COC, I've waited 4 months for that OIC updating, then MARINA will just tell me earlier that I take the exam again because I didn't act my license as an OIC-EW and it's expired.

My efforts were just wasted to pass the licensure examination for OIC-EW from PRC that as of now is taken by MARINA. All of those are wasted, the 2 months of review, time, expenses, and you are almost sick just for your brain to adapt of what you reviewed. Then will take the examination again for COC/COP for engine ratings. MARINA is in mess, they don't think about the welfare of the Filipino seafarers. They're just concern with their pockets."

On the other hand, MARINA released an advisory that reminds all seafarers to secure their COCs before Jan. 1, 2017. You can read the full advisory here.

There's still time though, PRC passers have 17 months from now to secure their COC. If you're a PRC passer, you better act now and secure your COC before it's too late.

    What do you mean by this phrase "prc passers have 5 months from now to secure their coc"? does this mean that by the end of this year 2015.. Prc passers must secure their coc before the year 2016 comes?

    Mate, if marina passer already then not acted the license within the given period, and it means need to take the exam again? or to those prc passers only?

  4. sir,gs2 q lng maintindihan..prc passer po aq pro wala p po aqng coc..pag meron n po b kmi coc,dpat b magamit n agad ung license..i mean dapat b maaktohan n po before jan2017 or else mgreexam? o ung sinsabi ng iba n dapat msecure lng ung coc kht n d p maaktohan bago jan2017?.ano po b talaga ung tama po?

  6. Much better try to visit marina office in mnla if you have time or on thier web site to clarify all your inquiry... Huwag nyo naman po sanang masyadong pahirapan ang mga marinong pilipino yung totoong requirements lang po sana na required ng stcw mnla ammendment ang ibigay nyong training, huwag naman po sana yung mga training na suggestions lang ng mga negosysnteng mga training center.. para magkaroon rin po kmi ng time sa pailya namin at maka ipon..time will come po kc na wala ng kukuha ng maritime course at mawawala din po ang mga principal natin dahil sa tagal magprocess at training ng mga filipino seafarers...maawa po kayo sa amin..GOD bless po...

  7. Mate . What If prc passer of chief mate got a coc coe by via marina after 5 years hindi naaktoang chief mate do I still need to take exam theoretcal para ma renew ang coc at coe ko na issued ng marina? Ang coc ko kasi na issue ng marina but till jan 2017 lang. Thanks

  8. Mate, just want to ask a question. My COC will expire this coming Jan 2016. I acted my license for already 18 months now. All my training certificates as 3M, I took it last 2012. My question is, if I will renew my COC @Marina, is it still valid ( training certificates) or should I take new Trainings

  10. sir tanong lang, nkaakto na ko as 4E for 6 months. So ang gagawin ko n lng po ay kumuha ng OIC updating part A pra sa revalidation?

  11. sir PRC passer ako last 2011,with COC,pero na.expire na.last february,gusto ko e renew lahat,pwede ba kahit hindi ako.nag onboard since 2009, pero 2011 ako pumasa,pwede ko paba ma renew licence ko???

  13. 7 years na expiref na ang coc for ratings ko fahil tumigil ako sa pagbabarko. Gusto ko kasing bumalik uli may mga bago na akong training na kinuha. So ano ho ba ang gagawin ko.

  14. Sir oiler po ako sa intrnational trade na barko. Gusto ko po bumalik uli sa barko. Kumuha na rin po ako ng mga bagong training. So ang problema lang po ay ang coc ko na expired na since 2011. Paano ko ho ba ma renew ito thanks.
