What exactly is an "approved test" by MARINA? |
A wonderful news enlightened the Filipino seafarers especially the officers last March 10, 2016. STCW Circular No. 2016 -02 and 03 were approved. The two circulars were made to clarify the COC revalidation of operational and management level officers.
According to MARINA, one of the ways to revalidate an unused COC is to pass an "approved test", but it is not elaborated on the circulars they publish.
Luckily, we have Engr. Nelson Ramirez who tackled the controversial "approved test". He said that "approved test" for operational level (OIC) is just like the practical examination, the difference is you just have to pick one scenario and pass it instead of 48.
Same goes for the management level, one has just to pick a scenario and pass it instead of passing a whopping 132. He added that the said process is the licensure examination process in U.K. and in other countries which was under Britain before like Canada, India. Australia and Malaysia.
Engr. Nelson also mentioned that once the confusion settled down, he will make a suggestion that MARINA's practical examination should be just like the "approved test".
