MARINA Proposed Circular: Licensure Exam for Electro-Technical Officers(ETO)

An electro-technical officer (ETO) is the one who ensures the functioning and maintenance of all electrical equipment on the vessel.

ETO is in the engine department if you ever wondered and works under the Chief Engineer.


In the Philippines , in order to become an ETO you need to study BS Electrical Engineering for 5 years, then you must acquire the necessary trainings and documents to to shift into the maritime industry as an electrical cadet or assistant electrician.


Shipping companies prefers those electrical engineers licensed by Professional Regulation Commission(PRC) and has a land-base work experience before hiring them as an electrical cadet or assistant electrician.

Then an electrical cadet or assistant electrician may be promoted to a junior electrical officer or ETO when the company wants.


But now there's a proposed circular by Maritime Industry Authority(MARINA) last 08, June 2015. STCW Circular No. 2015-12 states that an electrical cadet or assistant electrician shall undergo practical and theoretical exams and  acquire Certificate of Competency(COC) to become an ETO.

And just like deck and engine cadets, electrical cadets must provide a training record book(TRB) as a requirement for the said licensure exam and


1. Not less than 12 months of combined workshop skills training and
approved seagoing service of which not less than 6 months shall be
seagoing service as part of an approved training programme which
meets the requirements of section A-III/6 of the STCW Code and is
documented in an approved training record book

Onboard training
Every candidate for certification as electro-technical officer shall follow an approved programme of onboard training which:
  • Ensures that, during the required period of seagoing service, the candidate receives systematic practical training and experience in the tasks, duties and responsibilities of an electro-technical officer;
  • Is closely supervised and monitored by qualified and certificated officers aboard the ships in which the approved seagoing service is performed; and
  • Is adequately documented in a training record book.

2. Or not less than 36 months of combined workshop skills training and
approved seagoing service of which not less than 30 months shall be
seagoing service in the engine department;

That's 2 licensure examinations to become an ETO if this circular comes to approval.

  1. ETO is responsible not only responsible for electrical equipments, rather on electronics as well. This means that the qualification for ETO must be an electrical or electronics engineer. This is a broad and complicated issue, and marina must take action wisely. One question is, are the license (PRC) electrical and electronics engr, and already working as electricians and electronics engr will also take the exam for ETO?

  4. Rme n po ako.sa prc.need ko p dn po b mag take ng eto.2yr course lng po ako sa college.7yr n ko electrician sa land base.gsto ko mag barko..ano b mga requirements para mka pag exsam sa eto.

  5. what if kung vocational course in electrical with RME license pano maka take ng ETO exam?

  6. you dont need to take eto exam if your company does not advise u to get an eto coc...but RME-elect hu are aspiring to become an eto have 5yrs onboard experience, marina shall give you a chance to acquire eto-coc.

  7. Ang ETO po ay para lamang sa with Electrician (minimum) experience onboard vessel. Kapag assistant electrician po experience nyu ang need nyu po ay ETR at hindi ETO. kasi isa sa req. ng ETO ay at least 12 months sea exp. as electrician (minimum).

  8. Even if you have REE or RME license then you want or currently working on boardships, you need to acquire ETO-CoC from MARINA which is the implementing body here in Philippines of STCW.
